A simple mzXML writer.

We need to add methods to the writer to handle experimental infos and scan separately to split mzXML files.

• look at jrap to see how it is handling each scan data and how it is managing bytes and offsets in the file.
• parameters: scan filter(s), max #scan/file, max #bytes/file, ...
